Metropolitan Water District Awards Automatic Meter Reader / Remote Terminal Unit Upgrade Proposal to FluidIQs.

February 26, 2006

Background

The Metropolitan Water District of Southern California (Metropolitan) is a public agency incorporated in 1928 pursuant to the Metropolitan Water District Act to build the Colorado River Aqueduct, a facility it still owns and operates. Metropolitan’s primary purpose is to provide a supplemental water supply for domestic and municipal uses at wholesale rates to its member agencies. Metropolitan imports water from two sources: the Colorado River via the Colorado River Aqueduct and Northern California via the California Aqueduct. Today, Metropolitan provides nearly 60 percent of the water used within its service area. Metropolitan consists of 26 member agencies that include 14 cities, 11 municipal water districts, and a county water authority.

Member agencies receive water through a water delivery system that includes approximately 452 totalizing meters currently equipped with an automatic meter reading system (AMR) that has a remote terminal unit (RTU) using analog cellular telephone communications. Data is totalized and stored at the RTU at 15-minute intervals, then transferred to the AMR Master daily. The RTU also performs continuous alarm processing for flow violations, sensor failures, power failures, and other abnormal conditions. The manufacturer no longer supports the RTU equipment and the communication system is to be discontinued. Metropolitan is seeking a solution to replace its existing AMR RTU system.

AMR RTU Upgrade Project
FluidIQs services shall include the definition, design, development and functional deployment of the system’s hardware and software, including initial operation and support of the system. FluidIQs shall be wholly responsible for the successful design, installation, delivery and initial operation of the AMR system.

The project will be separated into two phases. Phase One (the Pilot Phase) will provide proof of concept with approximately 31 sites. Phase Two will complete the full deployment of the new AMR/RTU System.
